| Introduction |
 |
| In
July 1992 government passed the Industry Training Act which
formally established a framework for industry to take control
of the development, implementation and administration of industry
training programmes. |
 |
| The
Act provides for the establishment and recognition of Industry
Training Organisations (ITO) and promotes the development of
industry skill standards for registration on the NZ Qualifications
Authority National Qualifications Framework. |
 |
| The
National Equine Training Committee with written support from
its member organisations including the NZ Racing Industry Board
applied for and was granted Industry Training Organisation status
in June 1993. A signed deed of agreement requires the ITO to
meet high standards of reporting covering - the schemes operation,
management systems, provision of training, trainee placement
and supervision. |

| Responsibilities |

| The
Equine ITO has responsibilities to industry and government which
include- |

To
implement the duties of ITO's established under the Industry
Training Act of 2002. |

 |

provide leadership to the industry on skills and training
matters
- to identify training needs
- set skills standards for industry
- to establish systematic unit based courses
- overview arrangementsfor the delivery of training
- moderate training
- accreditation of Workplace Employers and Registered
Providers
- assessment and certification of Trainees |

The
development of a national plan for all equine industry
training. This will be based on the business plans from
sector industry organisations. |

The
coordination of training and development of joint venture
enterprises. |

 |

The
implementation of all policy and administrative functions
required for the advancement of the Industry Training
Scheme. |

To
make application for funding from government agencies. |

 |
 |

 |
To
promote training programmes to new entrants and the upskilling
of employees within the industry. |

 |
The

NZ Thoroughbred Racing, Harness Racing New Zealand, New Zealand
Trainers Association, New Zealand Harness Drivers and Trainers
Association, New Zealand Thoroughbred Breeders Association,
New Zealand Standardbred Breeders Association, New Zealand Farriers
Association, Equestrian Sports NZ, New Zealand Jockeys Association,
New Zealand Pony Club Association, New Zealand Riding for the
Disabled. New Zealand Racing Board, Greyhound Racing New Zealand. |
